City Plan – Duty to Co-Operate: Request to adjoining Local Planning Authorities to assist in meeting city’s housing requirements.

Under the Localism Act and National Planning Policy Framework public bodies have a duty to co-operate on planning issues that cross administrative boundaries. Co-operation should enable local planning authorities to work together to meet development requirements which cannot wholly be met within their own areas. Through work on the City Plan it has become clear that housing requirements cannot be fully met within the City Boundaries. Under the duty to cooperate
the City Council is required to work with adjoining local authorities to see if any of this unmet need can be accommodated elsewhere, if the City Plan is to be found "sound" by a Planning Inspector. This report seeks agreement to make a formal approach to the neighbouring authorities.
