Provision of Highway Mirrors

Report of the Executive Director, Economy, Environment & Culture

Decision:

1)           That the Committee approve the policy to only allow the use of highway mirrors in limited circumstances

 

2)           That the Committee grants delegated authority to the Executive Director for Economy, Environment & Culture to grant licences for highway mirrors and to take enforcement action to remove unlicensed mirrors as appropriate.

Minutes:

33.1      The Committee considered a report of the Executive Director, Economy, Environment & Culture that sought approval from the committee to adopt a formal policy for the provision of highway mirrors.

 

33.2      Councillor Wares asked how the fee and ongoing charge was set, by whom and when. Furthermore, Councillor Wares enquired as to the expected demand and therefore resource required.

 

33.3      The Chair clarified that the fees and charges would be set out in the usual report considered by the committee in January and that fee could be revised in the event demand exceeded the resource available.

 

33.4      Councillor Peltzer Dunn asked how the policy could determine highway mirrors when the mirrors themselves would be positioned outside the highway.

 

33.5      The Assistant Director- City Transport clarified that the policy concerned movements and manoeuvres on or off  the highway and did also apply to private land.

 

33.6      RESOLVED-

 

1)           That the Committee approve the policy to only allow the use of highway mirrors in limited circumstances

 

2)           That the Committee grants delegated authority to the Executive Director for Economy, Environment & Culture to grant licences for highway mirrors and to take enforcement action to remove unlicensed mirrors as appropriate.
