Purpose:

To seek Cabinet Member Approval for the award of the lining maintenance contract.

 

Note: This item is being deferred until 10th March 2011 Environment Cabinet Member Meeting as more evidence is required from procurement to ensure this contract represents best value for money.

Decision:

(1)         That the Cabinet Member approves the award of the Road Marking and Road Stud Contract to Hi-Way Services Ltd commencing 1 April 2011 for a period of five years.

Reasons for the decision:

The Council has a requirement to maintain existing road markings and road studs and also respond to requirements from members of the public regarding new lining. This Contract facilitates this requirement.

 

This contract succeeds the current extended Road marking and Road Stud Contract that terminates on 31 March 2011.

 

The procurement process has followed the correct procedure in accordance with the Contract Standing Orders. As only one tender submission has been received officers have consulted with the Procurement Strategy Manager. The Procurement Strategy manager was assured a competitive process had been followed and that Contract Standing Orders had been satisfied

Alternative options considered:

The only alternative option is doing nothing which would mean the road marking and Road Stud contract would not be awarded to any company. However, it is the recommendation of officers that this proposal does proceed as otherwise this could lead to a number of financial and safety issues throughout the City and the Council would not be fulfilling its requirements.
